Isabeau Vilandre

Isabeau Vilandre brings over 20 years experience managing complex international assignments including those funded by Global Affairs Canada, the World Bank, the UK’s Department of International Development and the United Nations Development Program. As a specialist in public sector reform, institutional strengthening and capacity building, he has contributed to major programs focused on governance and modernization of public institutions, policy and legislation.

Since 2000 Mr. Vilandre has worked in South Asia and Africa on justice, public administration and governance reform. He has served as field director on three justice and legislative reform projects in Vietnam and in the Balkans. In addition, he was senior legal advisor to the judicial reform program for Security and Cooperation in Europe and director, international development for Genivar/WSP, where he managed a portfolio of governance projects which included monitoring and evaluation, strategic planning and needs assessments for industry, clients and governments. Several of these projects contained a review of the regulatory environment of the mineral sector. He provided legal technical assistance and support to implement large engineering contracts in the mining sector in countries including Canada, Mali, Burkina Faso, Trinidad and Tobago and Saudi Arabia. These assignments included supporting the development of social impact mitigation strategies, health and safety norms and guidelines, and waste management strategies.

Mr. Vilandre has built effective project teams and programs that included monitoring and evaluation capabilities, needs assessment planning and results-based management training and reporting. He has contributed to many publications including Guidelines for Action Women in Parliament – Promoting Gender Equality for the Swedish International Development Agency (SIDA).

Mr. Vilandre holds a degree from the University of Ottawa and Laval in law (L.L.L.1991) and political science. He has been a member of the Quebec Bar since 1992, specializing in the rule of law and public administration, legal and judicial reform in transitional countries.
